Harley Engelman is the CSAVR Liaison to the VRTAC-QE. He holds an MBA and has over 45 years of marketing experiences with a 20-year focus on Vocational Rehabilitation. He is the former Business Relations/Marketing Director for North Dakota Division of Vocational Rehabilitation.

Inger Neal is the CSAVR Business Relations Consultant. She holds an MRC from the University of Kentucky and is a CRC. She is currently a member of the CSAVR team providing services to businesses and state agencies thought her position with The NET. Inger served in a number of positions with Georgia VR, including that of Assistant Director of Employment Services and assisted Georgia with developing their former Business Relations/Employment Services Unit utilizing the Dual Customer Approach.

Kathy West-Evans is the CSAVR Director of Business Relations. She has her MPA from Seattle University, a Bachelor of Science from the University of Washington, and is a CRC who is fluent in American Sign Language. She began her career VR in 1978 and has worked at the community, state and federal level prior to coming to CSAVR. She now leads CSAVR’s highly-successful National Employment Team (The NET).
