The Business Relations Blueprint Toolkit was developed to enhance the delivery of Vocational Rehabilitation (VR) business services by identifying effective structures, policies, and branding strategies across various State Vocational Rehabilitation Agencies (SVRAs). The toolkit captures observations, best practices, and areas of improvement through targeted work groups, each focusing on leadership/structure, policies/best practices, and branding/messaging.
This blueprint is intended to help SVRAs strengthen their services, establish sustainable business practices, and promote quality employment outcomes under the dual customer approach of serving both businesses and individuals with disabilities.

A Business Relations Blueprint Learning Community (BRBLC) was designed to help shape the effective delivery of services to business and enhance quality employment outcomes under the dual customer approach. This BRBLC generated report is being provided to the VRTAC-QE, the CSAVR Career and Business Relations Committee for distribution to SVRA Directors and to the NET Points of Contact (POC) for each respective SVRA.
The report reflects the observations of the BRBLC team members on SVRA business service units based on the information provided to it by SVRA’s. It is meant to serve as a “snapshot” of the status, operational techniques, and materials of the respective SVRA business service units.
How was the toolkit created?
This Toolkit was developed through the Vocational Rehabilitation Technical Assistance Center for Quality Employment (VRTAC-QE). The BRBLC was created in partnership with the Council of State Administrators of Vocational Rehabilitation (CSAVR) in coordination with its’ National Employment Team (The NET). In addition, Eighteen (18) Vocational Rehabilitation Professionals (VRP) were selected from applicants representing a cross-section of State Vocational Rehabilitation Agencies (SVRA).
