The Self-Employment in the State-Federal Vocational Rehabilitation System Toolkit is designed to support vocational rehabilitation counselors, consumers, state agencies, and policymakers in navigating self-employment opportunities for individuals with disabilities. It offers a comprehensive framework for evaluating, planning, and achieving successful self-employment outcomes within the state-federal vocational rehabilitation (VR) system.
The toolkit integrates a variety of resources, including:
- Guidelines for conducting feasibility assessments.
- Tools for business plan development and market analysis.
- Strategies for integrating accommodations and supports.
- Examples of policies, procedures, and closure criteria.
Developed by the Vocational Rehabilitation Technical Assistance Center for Quality Employment (VRTAC-QE) and a learning community of professionals and stakeholders, it draws on diverse expertise, including state-specific policies, federal guidelines, and real-world experiences. This resource aims to empower VR counselors to facilitate informed choices, align self-employment goals with consumer strengths, and promote economic self-sufficiency through entrepreneurship.
